The Glocal Human Security Index is being adapted and applied in Morelia, Michoacán to generate actionable, people-centred and rights-based evidence to inform public policy, strengthen local responses, and support community-led efforts.
The Index measures people's vulnerability to interconnected risks, access to protection mechanisms, and the capacity of individuals and communities to exercise their rights across multiple dimensions of life.
Beyond measurement, the initiative creates spaces for dialogue and collaboration among public institutions, civil society organisations, community groups, academia, and other key actors in the city. The goal is to generate evidence that strengthens ongoing efforts to build safer, more inclusive, and more democratic responses to violence.
By grounding security policy in lived experience, this initiative seeks to contribute to long-term, structural solutions that protect the rights and wellbeing of all in Morelia.
The project is implemented by Security 4 Peace in collaboration with NOS Catalyst.
