This report presents the findings of the Glocal Human Security Index in Ciudad Juárez, a pioneering tool that measures people’s lived experience of security in a comprehensive way, combining objective and subjective indicators across nine key dimensions. Based on a representative survey conducted in 2024, the document offers a detailed diagnosis of the state of human security in the city, identifying risks, gaps, and strengths to inform public policy, community participation, and rights-based prevention strategies.
This tool is designed to foster empowering conversations with young people about their rights and the factors that can threaten their safety and well-being. Co-developed with NOS-Catalyst, it encourages young people to reflect on what safety means from their own perspectives and contexts, and how we can collectively build safer communities where they can thrive.
It is intended for use by young people from all regions, as well as civil society organizations, educators, community leaders, and anyone committed to making the world a safer place for the next generations.
